Governor Erico Aumentado signed on January 11 a series of administrative orders implementing the Health Support Fund for province-run hospitals in Bohol.
The AOs entitle province-run hospitals to Health Support Fund worth P100,000 each.
Separate AOs are issued for each of the province-run hospitals, setting uniform guidelines, though, for the release of health support fund for the hospitalization of indigent Boholanos.
In the program, financial assistance ranging from P500 to P1,000- -depending on the requirement of the medical condition of the patient- -will be charged to the Health Support Fund intended to benefit the indigent patients treated or confined in the government-owned medical institutions.
Authorized signatories are assigned to represent the governor in facilitating the release of financial assistance to the beneficiaries.
The series of AOs set the guidelines for the release of health support fund from the Office of the Governor for the indigent patients at government-owned hospitals covering those admitted and treated at Governor Celestino Gallares Memorial Hospital in Tagbilaran City, Garcia Memorial Provincial Hospital in Talibon, Don Emilio del Valle Memorial Hospital in Ubay, Francisco Daghoy Hospital in Inabanga and Pitogo Hospital in President Carlos P. Garcia town.
Provincial Administrator Handel Lagunay said the provincial government is still finalizing the allotment for province-run hospitals in Jagna, Carmen, Pres. Carlos P. Garcia and Loon.
The governor assigned the following as authorized signatories for the release of financial assistance to beneficiaries under the program: Inabanga Mayor Jono Jumamoy and Provincial Board Member Josephine Socorro Jumamoy for Francisco Dagohoy Hospital in Inabanga; Mayor Juanario Item for the Garcia Memorial Provincial Hospital in Talibon; chief nurse Erico Aumentado Jr., and Mayor Eutiquio Bernales for Don Emilio del Valle Memorial Hospital in Ubay; and a representative of the Governor’s Office for GCGMH in Tagbilaran City.
The AOs require the covered province-owned hospitals to submit monthly fund utilization report and a final fund utilization report within 60 days after the depletion of fund and clarified that “no succeeding fund releases shall be made without the compliance of this requirement.”
“In the event that the Health Support Fund is no longer feasible or viable to be implemented, or will not be implemented after the lapse of six months from the release of the fund, the same or its balance shall be returned to the general fund of the provincial government,” Aumentado pointed out in the AOs which took effect starting January 11.
On the same day, the governor flew to Manila to sign the addendum of the memorandum of agreement on the implementation of PhilHealth universal coverage for indigents signed on November 4 last year by the provincial government and PhilHealth president Rey Aquino
The addendum to the MOA includes barangay officials, considering that their present death aid benefit that the Governor’s Office extends excludes health concerns and deaths met outside the line of duty.
The Health Support Fund also serves as add-on to the PhilHealth universal coverage of about 20,000 indigent Boholanos under the provincial government’s agenda on the delivery of health and medical services.
