| By JUNE S. BLANCO | November 29, 2009 PROOF that convergence pays off: Bohol Gov. Erico Aumentado led inauguration rites anew for the repair of a 12.5-kilometer stretch of barangay road that cost the province only P1 million. Using his signature strategy, Aumentado completed the repair using funds from provincial coffers for fuel and materials but manpower and heavy equipment of the newly created National Irrigation Administration (NIA) Central Visayas Office based in Tagbilaran City under Region 7 Director Modesto Membreve. The road stretch traverses the remote mountain barangays of La Esperanza, Estaca, Villa Aurora, and Can-oling of Dagohoy and Taming in Danao town. Dagohoy Mayor Germinio Relampagos said the barangay road was first completed in 1984. But between then and December last year, it was rendered almost impassable already, burdening the farmers who found it difficult to bring their products to the market. When middlemen came to these barangays, they bought the products at very low farm gate prices allegedly because of high fuel and maintenance cost for their vehicles that had to endure the very rough roads. Relampagos told the crowd that gathered at the Estaca covered court that in spite of his apprehensions that funds might run low and Aumentado might fail to attend to the needs of all 47 towns and one city in Bohol, he presented his constituents’ predicament to the governo. He said it was on a Thursday when, while attending to his father’s wake in his house in Poblacion, the governor dropped by to bid his good friend goodbye – and asked what Dagohoy’s urgent need was. To his pleasant surprise, he said, workers already arrived the following Monday for scoping. And, as they say, the rest is history. Relampagos admits his town, and the barangays as well, are in a quandary as to maintenance of the road in its current state. Membreve appealed to the farming community to use carts instead of wheel-less carabao-pulled sleds in transporting their goods to ensure against the rapid deterioration of the road. But Aumentado had a ready solution – converting the the 18-km. stretch of barangay road from Poblacion, Dagohoy to Taming, Danao into a provincial road. As such, he accepted the resolution prepared by the Dagohoy Sangguniang Bayan to the effect – for adoption in turn by the Bohol Provincial Board. When Aumentado and Membreve signed the certificate turning over the responsibility over the road to Relampagos and the barangay chairmen concerned, the barangay folk expressed profuse gratitude, saying it was the best fiesta gift they ever received. Estaca was celebrating its fiesta that day. | SHINING LIKE NEW. From left, Estaca Barangay Captain Anselmo Canino, National Irrigation Administration Region 7 Director Modesto Membreve, Bohol Gov.
