| February 8, 2010 The Commission on Elections and the Candijay municipal police headquarters, 92 kilometers from here, slapped separate charges of violation of the election gun ban against three agents of the Presidential Anti-Smuggling Group (PASG). Candijay Police Chief Alfredo Kuhay Jr. identified the three armed men, who claimed to be marines and agents of PASG, as Abraham Borinaga, 45, from Las Pinas, Metro Manila; Benjamin Agliam, 24, from Binmaley, Pangasinan; and Danny Dologmanding, 41, a native of San Roque, Iloilo. Also arrested were George Villalun, 26, from Calitan, Capiz; Rhyan Lopez, 23, from Gumaga, Quezon; Godualdo Dalo, also from Capiz; and Marlon Lomo, who has no definite address. The Candijay police intercepted them at around 6:30 p.m. on Feb. 3 while fleeing to the national highway, at least 15 meters from the residence of Candijay Mayor Sergio Amora Jr., on board an ambulance of the Community Awareness and Services for Ecological Concern, Inc. (CASEC,Inc.), a non-governmental organization (NGO) that the husband of Candijay Vice-Mayor Ann Piquero-Dy had organized in the town in January 1989. The police team caught them in the road block conducted after receiving a report that some armed men on board an ambulance harassed brothers Edwin, 24, and Alberto, 21 Bersaluna who were drinking at a store in Poblacion, Candijay on the same day. The police had also filed charges of grave threat against the armed men and four other companions for harassing the brothers. The suspects showed PASG IDs and mission order signed by Sec. Antonio Villar Jr. with instructions to proceed to all regions, carry out confidential instructions of the head of PASG from Jan. 1 to March 31, 2010, and that they were authorized to carry a licensed Norinco .45 caliber with serial no. 47836, Arms Score .45 caliber pistols with serial nos. K1163589 and 1138051. They also presented a certificate of authority from Comelec for the exemption in the gun ban. However, they were in plain clothes when caught bringing along the firearms. Police Provincial Director Anthony Lao-Obenza said they had forwarded the documents presented by the suspects, including their identities to verify their authenticity, especially that the memo from Comelec requires coordination with local authorities. On their failure to coordinate with local authorities, the suspects said their operation was confidential. PASG Regional Director Rommel Manhilot (real name of actor, Rommel Montano) denied knowing them and said he had not deployed any of his men to operate in the municipality of Candijay, since there was no port in the town. Manhilot, however, said they could be under another PASG official--Tryve Olaivar, a candidate for mayor in Candijay with Dy as runningmate. Mayor Amora suspected that the men were hired killers out to liquidate him, as he said the incident only confirmed the death threat he received earlier, allegedly from Olaivar, his rival in mayoralty race. Dy, who was in the capital city until the following day the incident occured, denied any knowledge about the activities of the armed men, pointing out that CASEC’s ambulance was specifically intended to transport patients only. She, however, admitted that one of her staff called her that night to ask permission to use the ambulance to transport a patient to Tagbilaran, but she had no direct knowledge as to who actually boarded the ambulance. The ambulance is now impounded at the municipal police headquarters to serve as evidence. (AV) |
